Participatory evaluation in the public policy cycle

Introduction: The lack of operational tools for participatory evaluation of social development programs and policies in Mexico and the state of Zacatecas limits the inclusion of stakeholders and the legitimacy of decisions. Objective: This study analyzes the relevance of participatory evaluation in the public policy cycle in Zacatecas, Mexico. Materials and Methods: Using mixed design-based surveys and documentary analysis, the research identified levels of knowledge, perceptions, limitations, and benefits associated with this approach. Results: Findings reveal that, although most actors report limited knowledge of participatory evaluation, there is strong recognition of its usefulness in strengthening transparency, accountability, and citizen inclusion in public management. However, limitations related to financial resources, technical training, and institutional resistance were also identified. Conclusions: The study concludes that participatory evaluation is still in an incipient stage in Zacatecas but represents a strategic opportunity to move toward more democratic and socially legitimized models of public policy evaluation.
