Abstract

Introduction: This article analyzes participatory evaluation experiences in Zacatecas through a qualitative synthesis of institutional documents and three case studies conducted in 2020. Objective: This article examines the regulatory foundation, the performance of participation and gender equality mechanisms, and the contextual conditions that affect their implementation and use. Materials and Methods: Through surveys and documentary analysis, the main tools used, the benefits perceived by key actors, and the barriers that limit the real empowerment of participants are identified. It is concluded that participation improves the relevance and use of evidence provided that roles, timelines, and resources are formalized; technical facilitation capacities are strengthened; and effective feedback loops are institutionalized. Results: The study highlights the need to move from symbolic, diagnostic-focused participation to meaningful empowerment to generate a robust evaluation culture. Conclusions: Comparing the results in three distinct contexts (gender, infrastructure, and security) adds a layer of complexity that enriches the understanding of participatory evaluation as a flexible approach, but one that presents persistent challenges.
