Abstract

The conception of training by competence has been acquiring spaces in the sphere of professional training for the link that is generated among the cognitive, the development of abilities and the values that man must possess to develop his labor. It is linked in psychology to the unity of cognitive and affective that expresses the relation of knowledge and its application in the practice with the motivations, interest and man´s that works that are manifested in his professional competence seemed in the social ambit.The of understanding the  frame of the basic competence within the info communications the development of the essential elements of computer elements of data processing security is seemed from the psychological view of the unity of cognitive to understand the need of training an individual that know how to take right responsible decisions in data processing security with independence of the contexts within they are.
