Characterization of the initial state of internationalization for the development of an international double degree

Introduction: The internationalization of higher medical education is a strategic necessity to guarantee the relevance and quality of training. At the Calixto García Faculty of Medical Sciences (Havana, Cuba), limitations in academic management were identified that hinder the consolidation of agreements, the standardization of programs, and the development of international dual degrees. Materials and methods: A mixed-methods, descriptive, and observational study was conducted (September 2023–December 2025) using purposive non-probability sampling of 25 administrators, 250 faculty members (assistant and full professors), and 50 medical graduates. Interviews, surveys, and professional performance observations were used, with statistical analysis of frequencies, measures of central tendency, and percentages. The internationalization variable was parameterized in three dimensions: cognitive, procedural, and axiological. Results: Axiological strengths were evident: unanimous appreciation (100%) of bioethics, institutional responsibility (80%), and recognition of inter-university communication as a pillar of academic mobility. However, cognitive-procedural weaknesses were identified: 60% of administrators are unaware of internationalization pathways; 80% of faculty members demonstrate a lack of focus on dual degree programs; and 60% of graduates are unaware of funding mechanisms. Only 30% of faculty members participate in R&D&I projects. Discussion: These findings align with regional literature that points to gaps between the strategic recognition of internationalization and its effective implementation, requiring professional development for faculty and administrators. Conclusions: Internationalization in the Medicine program is in an initial transition phase: with solid foundations in values and communication, but with structural challenges that require professional development strategies to consolidate international dual degree programs.
