Abstract

In the last years, the international environment has been characterized by the existence of a systemic structural crisis with greater incidence in the underdeveloped countries. Today, scientific and technological knowledge can greatly contribute to the countries having the opportunity to consolidate their progress and meet the challenges in terms of economy, education, culture, the same ones with a long strategic vision term and in depth, strengthening common bonds. Linking the institutions of science and technology with the demands of society entails a process that mobilizes not only the scientific community but many other actors in social life.
