Abstract

Introduction: This article analyzes the influence of public procurement on the execution of the participatory budget of the Municipal GAD of the Bolívar canton in the 2022 period, with the objective of understanding how public procurement procedures impact the efficiency and transparency of the participatory budget, proposing strategies to strengthen its implementation. Materials and methods: Bibliographic and field research were combined, applying the following methods: inductive, deductive, and analytical-synthetic. The research was developed in three phases in which two main techniques were used: the structured interview, and the survey. Results: The findings show that, although there is a national legal framework, the GAD lacks regulations in contractual processes. Discussion: Likewise, weaknesses were found in the study categories, reflecting the low socialization of the participatory budget and citizen access to information, which generates distrust in the community of the Bolívar canton. Conclusions: Finally, an institutional improvement plan is proposed to optimize local public management.
